Manny Villar, Jr. the presidential candidate of Naciolista Party (NP) is still the biggest spender among the presidential aspirants. Villar, has spent over P120 million from February 9 to March 2 on TV advertisements alone, advocacy group Libertas said, citing figures on political advertisement spending from AGB Nielsen.

Manny Villar’s face is almost everywhere, from campaign posters on the streets to the Facebook. There is no wonder why he is on the top of the list in the biggest spender.

Second to Villar, is the deposed President Joseph Estrada of Pwersa ng Masang Pilipino with declared expenditures of P88 million, followed by Sen. Benigno ‚ÄúNoynoy” Aquino III of Liberal Party with P87 million and Sen. Richard Gordon (Bagumbayan) with P67.3 million.

Administration party bet Gilberto Teodoro Jr. (Lakas-Kampi-CMD) ranked fifth, spending only P 60, 480 million on TV commercials since the start of the campaign period.

Teodoro, however, will rank second to Villar if the amount of money spent on ads from November 1 last year would be taken into account. The former Defense secretary has spent almost half a billion pesos (P472,810,675 million) on TV ads from November 1 last year to March 2 this year, the AGB Nielsen showed.


According to Malou Mangahas, executive director of Philippine Center for Investigative Journalism (PCIJ), the 2010 Presidential election is the ‚Äúmost expensive election” in the history of the Philippines.

‚ÄúThis has been the most expensive elections ever in the Philippines. Everybody seems to be spending like crazy on advertisements,” Mangahas said at the Pera‚Äôt Pulitika forum on Thursday.

Candidates have been spending more than P2 billion on political advertisements even before the official campaign period.

The Republic Act 7166 or the Synchronized Elections Law mandates that candidates running for president and vice-president should spend only P10 for every registered voter within the official campaign period. With a projected total of 50 million voters in the upcoming polls, candidates are only authorized to spend around P500 million each for their respective campaigns.

Richard “Dick” Gordon told the press that his fellow senator and presidential aspirant tried to buy him out of the presidential race. Gordon said to ANC’s Top Story that Manny Villar sent an emissary to bribe him by offering a Cabinet position and reimbursement of his campaign expenses in exchange for backing out of the presidential race.

Sen. Gordon said that the offer was made during the last week of January where the issue of the Senate Committee of the Whole’s report recommending the censure of Villar for unethical conduct in connection with the C-5 road project is on its height.

According to Gordon, the main objective of the Villar camp is to convince him to side Villar so that they would be able to oust Senate President Juan Ponce Enrile as Senate president and stop the Senate plenary deliberations on the ethics case.

Gordon said the emissary was a “former Cabinet official of yesteryears,” and a “businessman, not a political operator.” He said the emissary was “just trying to be a friend to his friend” and was just “delivering a message” for Villar.

“Quite frankly, I was [also] put off by it,” Gordon said.

Asked why he only disclosed the bribe try during the presidential campaign, Gordon said he really had no intention of revealing it since he had promised that he would not tell.

However, Gordon said it “just came off the cuff” during the radio interview Tuesday morning since he is fed up with Villar camp’s propensity to use his money to get what he wants, including the presidency.


“I’m telling my friend, you can’t buy everything,” he said. “You can buy some of the people some of the time, but you can’t buy all the people all of the time.”

On the other hand, former President and now presidential aspirant Erap Estrada revealed last Tuesday that he too has received offers to withdraw from the presidential race in exchange for a large amount of cash from a rival candidate.
Estrada refused to name the candidate making the alleged bribe offer. “I can’t [say]. That’s deniable. But probably, it’s someone who has lots of money,” he said.

Obviously, Villar denied the allegations of Sen. Gordon. In a statement Villar said “Wala po akong ginagawang ganyan, wala po akong ino-offer na maski ako kahit kanino at mag-iingat po kayo. Meron pong mga tao na nanloloko at baka po kayo mabiktima.”

Villar said he has become the focus of the attacks since it only means that he is already leading the race.
“Dapat sasabihin na para malaman naman na wala talaga akong inuutusan na ganyan. At unang-una, wala naman na akong ganyang pera na. Ang aking natitirang budget ay para lamang sa aking kampanya at tamang-tama lamang ito,” Villar said.

Benigno “Noynoy” Aquino III is the top choice of Filipinos in Europe for the presidential seat. Following closely is the Sen. Manny Villlar. On the mock election conducted on several countries in Europe with 500 respondents, Aquino garnered the highest with 39% followed by Villar with % and former president Joseph Estrada was 3rd with 20%.

Europe has a total of 61,294 registered absentee voters. Italy has the most number of registered absentee voters with 23,435 and far second is the United Kingdom with only 8,552.

For the vice-presidential race, Sen. Manuel “Mar” Roxas II was way ahead at 39% followed by Sen. Loren Legarda with 24%.

However, in a separate mock elections initiated by the Philippine Association of Royal Mail Employees in United Kingdom, Manny Villar was on the lead with 81 votes or 34% and Aquino placed 2nd with 73 votes or 32%.

More than 200 members of the group took part in the mock polls in the UK.

In an outreach program conducted by the Philippine Embassy in Wales, ABS-CBN’s Balitang Europe conducted random interviews with Filipino workers on their choice for president.

The interviewed Filipino workers said they chose Aquino because he is credible and has no taint of corruption.

Some picked Sen. Richard “Dick” Gordon because of his proven track record while some prefer Bro. Eddie Villanueva claiming the country needs spiritual leadership.

Absentee voters in Europe may be small in number, but they pull serious influence on their relatives back home.

Benigno ‘Noynoy’ Aquino III has regained the lead over Sen. Manuel Villar with about 11% margin. Aquino was chosen by 41.54% of 3,000 respondents while Villar was picked by 30.63%.

In the Pulse Asia survey conducted from January 22 -26, Noynoy and Villar were statistically tied with Noynoy leading with 37% and the Villar getting 35%.

Third in the Jan. 28-Feb. 3 TNS survey was former President Joseph Ejercito Estrada of the Pwersa ng Masang Pilipino (PMP) with 11.66%, statistically the same as in the last Pulse Asia survey where he got 12%.

Administration candidate Gilbert Teodoro of the Lakas-Kampi-CMD was fourth with 5.21%, the same as in the last Pulse Asia survey.

Bro. Eddie Villaneuva got 2%, Senator Richard Gordon got 1.7%, Senator Jamby Madrigal got 0.22%, also statistically the same as what they received in the January 22 to 26 Pulse Asia survey.

Nacionalist Party said the TNS survey was commissioned by the Liberal Party.


TNS is a global market research firm with an office in the Philippines.

Sr. Mananzan added that Arroyo would not also cheat for Liberal Party standard-bearer Senator Benigno Aquino Jr., who has vowed to pursue graft charges against the outgoing president. “So, using the process of elimination, who do you think would benefit?” Mananzan asked

Retired Archbishop Oscar Cruz Cruz said there is ‚Äúreasonable” basis to presume that Arroyo‚Äôs real candidate is either Villar or even former President Estrada. ‚ÄúVillar owes her a lot. Estrada also owes her a lot,‚Äù the prelate observed. ‚ÄúShe will support the one who will be lenient to her.‚Äù

Cruz added that he finds it alarming that a foreign company is running the national and local elections. Smartmatic is a Barbados-based company that has a tainted reputation of implementing automation elections in other countries.

“It (the election) is being run by Smartmatic, not by Comelec, and to me, this is a gross offense against this country as a Republican democracy. This is incredible!” Cruz said.

Meanwhile, Comelec commissioner Nicodemo Ferrer lashed at critics for undermining the public’s confidence on poll automation.

“Why don’t they just help us succeed? Why are they trying to destroy the confidence of voters?” he said.

Among the other presidential bets who attended the forum, only independent candidate Senator Jamby Madrigal supported Villanueva’s call for the restoration of death penalty.

Madrigal pressed for the return of the capital punishment, specifically for plunderers. “When you plunder a country, you kill many people,” Madrigal said.


The five other presidential candidates namely Sen. Benigno “Noynoy” Aquino III of the Liberal Party, Sen. Richard Gordon of Bagumbayan Party, independent candidate Nicanor Perlas, and Councilor John Carlo “JC” de los Reyes of Ang Kapatiran Party – were against the reimposition of the death penalty which was deferred by President Arroyo in June, 2006.

The mock election is practically considered “almost perfect” the technical side but it also shows that the voters are poorly informed of the new system of voting.

The mock polls yesterday allowed up to 50 voters in 9 precincts in 5 cities nationwide to go through the entire process of automated voting. It runs from the shading the sample ballots, feeding ballots on to the machines, and witnessing the transmission of the data from the election machine to the Comelec servers.

Based on the observation of the poll officials assigned in 9 precincts, the technical aspect of automated voting runs smoothly, but there are concerns on coming from the voters that should be given more attention.

Election director for National Capital Region, Michael Dioneda, said that most voters in the mock election were not clearly informed on how to properly handle the ballots. There were errors in marking the ballots. As a result 5 ballots in Quezon City and 3 in Taguig City were not accepted by the election machines. These ballots will be brought to Comelec for further studying.

According to Dir. Dioneda, “massive voters education” is indeed needed as the automated elections come near. He added that some voters complained about the small fonts of the ballots, and noted the need to install a projector at the city canvassing to let watchers view the counting process.

In an interview with the Comelec Commissioner Gregorio Larrazabal, he said that another set of mock elections, this time in rural areas, might be set in the coming days.

The Comelec received 99 for president; 20 for vice president, and 158 for senator Certificates of Candidacy (CoC0).  Comelec trimmed it down to only 8 candidates for president, 8 for vice president, and 58 for senator.
